The two I have in question are 'Guard and Soldier Gear Diversity' and 'Immersive Patrols', the latter of which mentions a 'grey face bug' in the description.
I will leave the two presumed culprits within the list with a marking of (Disabled) next to them for you to try them out yourself if you wish.
